India Is Launching an Eye That Can Keep Watching

India’s next satellite is not designed to pass briefly over a crisis. It is designed to remain in position and keep watching.
ISRO plans to launch EOS-05 aboard the GSLV-F17 late Thursday in Eastern time, which is early Friday in India. The spacecraft is expected to enter a sub-geosynchronous transfer orbit before moving toward its operating position. ISRO describes it as India’s first imaging satellite from geosynchronous orbit.

Why staying in place changes the mission
Many earth-observation satellites circle close to the planet and revisit the same location only when their orbit brings them back. A geosynchronous spacecraft moves in step with Earth’s rotation, allowing it to observe the same broad region far more frequently.
That matters during cyclones, floods, wildfires and other emergencies. A government that can obtain repeated images of a developing disaster can track movement, direct resources and revise warnings without waiting for another orbital pass.
The technology is also political
Earth observation is often presented as a clean story of science serving the public. It can serve agriculture, weather forecasting, environmental monitoring and disaster management. It can also strengthen border surveillance, military planning and the state’s ability to see populations and territory from above.
The same image can help identify a flooded village or reveal activity at a strategic site. The difference lies in who controls the data, how quickly it is shared and whether the public can scrutinize the rules governing its use.
A return after failure
The launch also carries institutional pressure. ISRO has been on a seven-month pause after a January rocket failure, its second PSLV setback in less than a year. EOS-05 will fly on a GSLV rather than the PSLV, but a successful mission would still help restore momentum to an agency central to India’s technological ambitions.
That ambition is larger than national prestige. Countries that own launch capacity and observation satellites do not have to depend entirely on foreign systems during war, disaster or diplomatic conflict. Space infrastructure becomes a form of sovereignty.
The view from above needs rules below
The public case for EOS-05 is compelling: faster information can save lives. But powerful observation systems should arrive with clear rules for data access, privacy, civilian oversight and emergency sharing.
A satellite that can keep watching is a technological achievement. The democratic test begins after the rocket succeeds, when institutions decide what the new eye may see and whom it is meant to serve.
